Project Background
Given the health relevance of traffic related emissions and the limit values for PM10, PM2,5 and NO2 as they are specified in the Directive on air quality and cleaner air for Europe (2008/50/EC), European cities are seeking to understand what technological and policy synergies are available to address these pollution problems, with particular emphasis on the evaluation of technical and economic viability of large-scale introduction of measures. These solutions are particularly critical given the noticeable gaps between declared expected reductions and real-life monitored results.
The PARFUM project was built on the implementation of pilot applications in the city centres of Padova and Bremen with the potential to reduce vehicle related emissions with an emphasis on particulates and Nitrogenoxides. Rotterdam contributed input as regards retro-fitting of vehicles already in service and input on monitoring- and modelling approaches for PM10/2.5 especially. The pilot applications were accompanied by extensive monitoring and modelling activities. In parallel to the pilots and their assessment the project gathered all experiences and lessons learned, developed transferability guidelines and capacity building materials to stimulate the take-up of solutions in other European cities and therefore widen the impact of PAFRUM.
The PARFUM project did fit extremely well into the schedule of implementing measures to fulfil the European Clean Air Directives – both in relation to PM10 and NO2. The implementation of the PM10 limits (due 2005) has brought a lot of problems for European cities. The upcoming limits for NO2 (in 2010) will have even bigger problems – which together increased the relevance of the PARFUM project.
